Plastering basement wall with mortar - is it worth it, or just plaster with lime plaster?

I have two basement walls whose plaster is very crumbly, i.e. the first approximately 10 mm is very loose. On the northwest wall, however, a bit more moisture comes in from outside; at least hydraulic lime mortar was applied at the bottom to prevent water ingress. Since then, the moisture has been slightly rising from bottom to top. At one spot, mold has occasionally appeared at the ceiling edge.

Therefore, I wonder whether I should first seal this wall with hydraulic lime mortar or if lime plaster has the same effect. The wall on this side is perhaps 70-80 cm thick. Structurally, it should not have mattered much that after probably 40 years, 1 cm has come loose from the wall. However, I wonder whether lime plaster is just as permeable to moisture as hydraulic lime mortar. Because, as I said, in my opinion the moisture has somewhat risen toward the ceiling.

Is the extra effort with the mortar worth it? I do not want to keep the house but want to part with it this year. However, I do not want to appear unprofessional.

Visually, it is suboptimal without lime plaster on the mortar, but that should be neglected if necessary.

At one spot under the window, a thicker layer of about 2 cm has come loose; there is a crack there because a sack weighing about 20 kg stood there for a few years.

At another basement window, a hole was once drilled to run a water hose through. A crack has formed there (see photo).

The other wall, which is also crumbly, is also on this side of the house but faces south directly opposite. There is a fire protection wall behind it. The other walls in this basement do not crumble like this; there the plaster is still intact.
