That's why it's called an indicative value, it is not set in stone.

The land value map is adjusted based on the purchase transactions in the respective area, since the purchase transactions in the relevant development areas are already 2 years old, the land value maps should have been updated long ago.

I myself once worked in the appraisal committee (another federal state), so our low land value zone surprises me.
