The problem often lies much deeper ....
for example, when filling around the house, if not every 40cm was vibrated but only the top layer, then it settles further down.
and if it happens only in a narrow strip, I can well imagine that the subsoil is problematic because the landscaper didn't work on it at all.
A good vibrating plate usually only reaches about 40cm deep. If it’s really good, maybe 50cm. But not much more.
Of course, it also always depends on how far down the natural soil was loosened and rebuilt.
