Painting / varnishing steel stairs, which paint / primer?

Because it simply makes the paint adhere better.

Yes, definitely buy the paint there. You only need a relatively small can. We have anthracite; with white, of course, you might need to paint twice.

No need to sand. It just needs to be degreased. Wipe it off before painting with [Nitroverdünnung] or [Spiritus]. [Aceton] also works, but it’s really using a sledgehammer to crack a nut in this case. Mask off the steps well, paint with a small roller, the short-nap teddy rollers, corners with a small brush. K.

No, you remove the steps beforehand. These are construction boards that will still be mounted on additional stairs.
