So in my case, the interior walls (brick) in the technical room were plastered with lime-cement plaster, for the concrete walls I sanded the rough spots (transitions of the formwork elements), then filled and sanded with Knauf Multifinish. The same with the filigree ceiling. Depending on the requirements, you have to do it more precisely. Afterwards, it was painted with silicate paint from Keim (previously pre-treated with the appropriate "primer"). For the technical room, that is completely sufficient for me. Whether you should do this on damp spots or what happens if you do it, I don't know. I would simply contact a paint manufacturer. This is the technical room; in the living room it is something different again.
