Correct. Surface-mounted installation in the new building is actually unsightly, but in the utility room where a thousand pipes are visible anyway, it should be less disturbing.

But may I ask why this is classified as "Pfusch"? Does it have any impact on the screed?

No, not the screed but the cable. No impact protection present and take a look at the multi-conduit entry.

Explain to me how the supply lines come out of the entry? Flush-mounted?

Surface-mounted in the cable duct. Or flush-mounted... in any case on the wall.

Under the screed, you'll have more trouble than joy later on. Apart from the technical defects ("botch job"), the loop from the floor into the multi-utility entry would remain a dirty corner.
