Correct, the cable belongs to Westnetz, but I should definitely get it in writing, I just didn't think of it, but in itself, is a powerless power cable under the property bad?

No.
Unless it is an old oil cable, so have it confirmed in writing and leave it if you come across it, and if you throw it out, you will probably have to replace the entire ground, which can be expensive.

Just spoke with my architect, it's a copper cable, westnetz will be contacted to confirm that it is no longer needed and additionally the cable type.

I wonder why they are disposing of such a thick high-voltage copper cable, it would bring in a lot of money.

But the digging up costs more money than the scrap metal is worth.
