Old building in new development plan - rights, obligations?

Hi

We have fallen in love with a house (built in 1981) and are basically already agreed with the seller. In 2014, a new development area was created next to the house (everything is now fully built) and the old house was integrated into the development plan. I didn’t even know until a few weeks ago that something like this was possible.

Our future house still has old black concrete roof tiles. We would like to have a dormer installed. Possibly the roof would also need to be redone (which I hope not).

I looked at the development plan and found that according to the plan only red roof tiles are allowed. What would that mean for us if the roof needed to be redone? Do we then have to comply with the development plan, or would we still be allowed to plan a new black roof?

The new development area has a heating plant. Our future house has a gas heating system installed, which needs to be replaced. Our plan is to have a heat pump installed. Can we demand that our house also gets access to the heating plant?

You can only demand district heating supply if it is guaranteed for all buildings (including existing ones) in the development plan. Otherwise, you can of course request the supply from the operator. As long as there is no connection and usage obligation (which also applies to existing buildings), you can install a heat pump yourself. If a pipeline has to be laid under existing surfaces to connect the house, the heat pump is often the cheaper option. But it also depends on the operator’s pricing policy. Heat networks are not very popular here in the forum because you commit yourself to a supplier for 10/15 years. I cannot contribute anything regarding the roof.
