Then it will probably either be the case that the builder does not have in-house employed draftsmen and has to purchase this service; not uncommon for smaller builders. Or he sees a greater opportunity to win the contract by pricing in the quote phase. I assume that the costs of the quote will be reimbursed if the contract is awarded.
A difficult decision that only you can make yourself. If you like the builder’s overall package, and from your perspective the chances are good that he will also get the final contract, I would see no rational reason against making a payment. If you are still unsure and want to compare further, then I would initially refrain from doing so.

Last year we looked at several house viewings with the builder, and had a longer detailed conversation with the builder, and informed him that we also want to build a house this year. We also spoke with the builder by phone and asked about a quote. Unfortunately, it was never mentioned that a quote would be chargeable.
Otherwise, we would not have gone to the trouble of sending him our ideas.
