Obligation of floor insulation in the attic

Hello, I own a house built according to the Energy Saving Ordinance 2016. The room beneath the roof is used as a storage room and is accessible via a retractable ladder. The roof is insulated with insulation between the rafters. I have now read that it is mandatory to insulate the ceiling as well. The ceiling joists in my house are free of insulation; I carried out the flooring of the room myself using panels.

Can someone confirm if this is correct and provide a reference to the standard text?

For my understanding: the ceiling on the upper floor is not insulated? Only rafters with walkways?

The roof is insulated with insulation between the rafters.

If the roof is insulated, the floor, that is your upper floor ceiling, does not need to be insulated.

Ceiling in the attic is not insulated, I have placed boards on the rafters. The attic has a drywall ceiling, above which is the storage room.
