All surcharges are included in the labor, at least 10% on materials not yet. The contractor should make some profit as well.

If you can procure the materials yourself, you should only commission the labor. If the roofer accepts that.

Then why does the roofer want to replace the foil and battens as well? That costs most of the money, at least for the labor, because the tiles can be replaced in one day.

My underlay membrane still looks like new after 20 years.
