New intermediate/under-rafter insulation: Measures against summer heat?

Hello experts,
When building a house, you read a lot, learn a lot, and keep asking new questions. I hope you can help me.
We are renovating an old building and this concerns roof insulation. We aim for a combination of insulation between and below the rafters, which we want to do ourselves.
Current, newly roofed structure by the roofer (starting from outside):
1) Clay tiles
2) Battens, counter battens
3) Underlay membrane: Dörken Delta Vent S
4) Old round rafters with 12cm thickness (still in good condition!)
- Clear spacing between rafters 55-56 cm

As insulation, we aim for Kfw level (24cm thickness with WLG 035 or equivalent), because with this minimum requirement we receive municipal funding.
After reviewing my current plan with the local specialist dealer, we now want to start soon with the following construction:

5) Between the rafters: 12cm mineral wool (WLG 035) [Knauf Insulation]
6) Perpendicular to the rafters on the inside another layer: 12 cm mineral wool
- Perpendicular to the rafters, 6x12cm thick glued laminated timber will be used as "clamping" for the insulation below the rafters
7) Vapor barrier: exact type still unknown, the dealer wanted to consult Knauf to be sure, as this kind of "thick" insulation below the rafters is not very familiar to him.
8) 3cm battens as substructure for drywall
9) 12.5cm drywall

So far the question is whether there are any objections or if anyone sees a problem?
We want to use the attic as a bedroom and want to do everything necessary early enough so that you do not "suffocate" in there. I read today that installing material with a high heat storage capacity on the interior side would work well here.

My question: We are looking for a good solution between "enough remaining interior space" // "suitable insulation" // "reasonable cost-benefit factor".
Could the 3cm space given by the battens in 8) perhaps be filled with wood fiber boards? How would one attach them, can they be cut to size, laid on the cross battens and then the drywall screwed in front?
Are these 3cm even noticeable later or would they be a pure waste of money?

For your information: Three large roof windows with external blinds are also installed.
