New construction of a multi-family house on the federal road

we have searched for a long time and have now decided on a property:
For the medical practice, which is to move into the ground floor, it is a TOP location.

For the rental apartments above (6-9 units planned), unfortunately not a TOP location.

The current noise report has shown that a ventilation system must be installed (which we had planned anyway).
But: The balconies on the south side facing the federal road would also need to be soundproofed (e.g., with glass).
Now we are considering to what extent balconies can be built on the north, northeast, or northwest sides.

How do you see the rental prospects?
It is a small town (not a big city, where people might not mind).
The rent would have to be at least 8 EUR / sqm.
The average for new buildings in TOP locations here is 8.50 EUR.

The city apparently wants to "warn" us against realizing such a large project at this location.

What is your opinion on this?

A: we have no idea about [Lage], [Ausstattung], and [Vermietungsprognose] and therefore advice based on facts is not possible. B: if you already need a top rent at the moderate location permanently, you can give yourself the answer to what I think of the project

Bypasses of federal highways are still okay in rural areas, but in a small town never a prime location, if only because of the exit onto the federal highway.

Six to nine residential units is a rather vague plan, which does not really suggest a professional landlord (it is not yet known whether six or nine, but there is already a noise report). In addition, a TE with limited profile view – frankly, I am most inclined to believe this is a troll post.
