Usually, there is a development plan in the building areas that clearly defines the limits of what is possible. As long as the planning takes place within these limits, there is (in our area in NRW) no reason to ask anyone for consent. Not even a building permit is required; an exemption from approval (formerly a building notification) is sufficient. The Angrenzer have to accept that. However, there are probably indeed significant reasons for the objections; otherwise, it is hard to explain. The TS remains silent about this.It can also be exactly the other way around: someone comes along and thinks that all other existing houses no longer have any right to exist because they are old and so are the residents. Only his ultimate house would be the one that everyone must tolerate, after all, every "Angrenzer" (luckily we still call that neighbor) should be happy to be able to look at such a unique monument.
