For me personally, air-to-water heat pumps are also too loud. Of course, a passing car is louder, but you can always hear this "constant humming and rushing" noise. When I walk past such devices, I can still hear them from at least 10 meters away. There are certainly areas in Germany with large properties where you can definitely install them without disturbing the neighbors, but here with us the plots in the new development areas are simply too small and the buildings too close together.

Gas with photovoltaics, inexpensive in purchase and maintenance..slightly higher operating costs and possibly even higher if Nordstream 2 does not come ;)

Already three pages of thread ... So, this cannot be answered in general! It depends on the heating demand of the house, i.e. the insulation, and on the hot water demand of its occupants. You should have an energy consultant explain the differences to you.
