Must the balcony above the bay window be the frame?

Probably laminate or vinyl, we're not sure which one is better.

We had the same in our rental apartment (Baujahr 1994). We used the "window sill" as a step to the exit and custom-made a doormat for it.

All of the houses in that row had the same back then.

Don't get hung up on the annoyance. It's not worth it. And neither are the additional costs of extending the screed. I think that sooner or later you won't even think about it anymore. I hardly know any house that has barrier-free exits; almost every standard patio door has some small threshold, which is of lower height but still not decisive here either, since the balcony is probably only used now and then.
