Limited water rights. Permit (Tariff No. 8.IV.0/1.2 or 1.4)

Two years ago I bought a plot of land from my city. At that time, a total of 3 plots were allocated according to the local resident model. There was no specific city development plan, but according to § 34 admissibility of projects within the locally developed parts of the town. Half a year ago I submitted the building application and today received the building permit. My question to you is, there is an item in the cost accounting that says: "Limited water law permit (Tariff No. 8.IV.0 / 1.2 or 1.4)." About 30 meters from my plot there is a river, and I also have a groundwater problem; I was later informed by the city that the groundwater is about 1 meter deep. Personally, I was not really interested because I want to build without a basement, only in the building permit there is a note from the water management office regarding flood events: "The builder is not entitled to compensation if damages occur to his property or building as a result of flood events." What should I understand by this?

that will probably mean that your future house is located in the "flood zone," but likely only during a hundred-year flood. Usually, you can talk to them (Water Authority), they will explain that. As a rule, building in actual flood zones is prohibited to avoid obstructing the flow of water. But as mentioned above, I would contact the aforementioned authority for an explanation.
