You may not believe it, but there is not just one DIN standard to comply with, there is actually also a backflow manual. Whether it always makes sense is certainly debatable; nevertheless, one should adhere to it.

The single-family house of the OP cannot "flood" through the front door if the planner provides appropriate measures; 1 or 2 entrance steps would be one of them.

the question remains whether, and if so from when, this is the developer’s problem. Actually, it should be his problem as soon as the fixed-price contract has been signed and notarized.

But then the TE would no longer have his ground floor below the backwater level - Andreas is right when he says that in case of emergency the TE would have a completely different problem here.

At least if the backwater level is, as so often, the street surface level.
