I find it nice to read that in this type of question there is also a case where the neighbor did everything right. Otherwise, he is always the bad guy who overbuilds, creates a slope on someone else's property, or something like that.
IMO, the neighbor's support is all fine. He supports his embankment. If you now want to excavate, you of course have to support as well. There are many options for this: slope, natural stone wall, retaining wall slabs "L-stones," cast-in-place concrete wall. Since you only need 65cm, there are plenty of nice solutions.
But I am just wondering whether the neighbor then has to install a fall protection. This is - depending on the federal state - required from 0.5 or 1m.
