Level concrete terrace with paving grit and concrete tiles

Hello I want to tile my terrace. At the moment it is a concrete terrace that needs to be leveled in all directions. The terrace is on average 21cm high and about 3 cm need to be leveled. My idea is to level the terrace with paving grit and then lay concrete tiles. 23cm + 4cm grit + 4 cm tile results in a height of 31 cm. For the border, I cannot use lawn edging now because I need at least 50cm in height. Do you have any idea what I could do as an alternative without it becoming too expensive?
