Lawyer wanted - lawsuit against the municipality and residents

Good day,
can someone recommend a lawyer who specializes in construction law? I own a plot of land in the Black Forest, for which there are easements as well as building encumbrances for access as well as water supply and wastewater. Nevertheless, the local municipality, the district office, and a neighbor who signed the easement for water supply and wastewater are trying to prevent the construction of a house, because in the building encumbrance the mayor wrote the wording "installation and maintenance of a water pipe" over 20 years ago. This is now being interpreted by the neighbor, the municipality, and the district office to mean that we only have access to fresh water, BUT NOT to wastewater. However, the notary explicitly mentioned both in the easement and the aforementioned neighbor signed it exactly like that. Since both the neighbor and the authorities are being obstructive, I probably have to sue. The lawyer should therefore specialize in proceedings with municipalities and district offices as well as administrative lawsuits. Many thanks in advance for a recommendation.

If you have legal expenses insurance, ask there, they usually have lawyers for all areas with whom they prefer to work.

unfortunately, I do not have them

There are no legal expense insurance policies covering new construction, with one small exception.

But at least I get appropriate contacts named at my insurance – whether they then cover the service is another matter.

But that is not even up for debate here.
