Yes, the access paths belong to the city, they are not shared among the residents. They were only completed this year. The part is 3m away from the neighboring property, has less than 30m3 and will not be higher than the permitted 3m. There is a distance of about 1m to the access path. In your development plan it explicitly states:
3.2 Outbuildings are only permitted as single-storey and must maintain a distance of at least 3.0 m from the boundary line of the public traffic area on the non-buildable areas of the property.
