KfW70 house -> Blower-Door-Test mandatory?

Hello everyone,

we have built a semi-detached house and now there are drafts blowing through the place like crazy. We have built a Kfw70 house. At least according to the construction description. Does anyone know from when the construction company (we built on a turnkey basis) is obliged to carry out a blower door test to check the airtightness? Where is that written?

with our provider(s) it was always included in the offer. I will also include it in the purchase contract.
Therefore, I assume that the construction company is not obliged to do so.

Wouldn't it be easier to involve a building surveyor?
