KFW55 Expert - How does it work?

We want to build according to Kfw55, our construction company includes KFW55 as a standard in the contract. No problem so far. Now we need an expert who takes care of all confirmations, etc. According to the construction company's statement (local general contractor), this is included and is handled by an external KFW55 expert, but of course commissioned by the construction company. This expert was also named to us and is listed on the Energie-Effizienz-Experten.de website. Everything is correct so far.

However, the conditions for KFW55 mention something about economic independence? What does that mean, how should it be understood here? Shouldn't it be the case that I hire the KFW55 expert? Or am I reading something wrong? The general contractor, who also guarantees KFW55 to me by contract, says that it has always been handled this way. Everything is included in the price and the expert fills out all necessary forms, confirms everything to us, comes to site visits, etc...

A sentence that should attract attention, right

I have understood it so far that economic independence is ensured by the GU/GÜ working not with one, but several KfW experts in a rotation principle.
Whether the involved experts still earn a correspondingly large portion of their livelihood from one and the same client (in which case they would anyway be pseudo self-employed or at least employee-like, but that's another topic), one still does not know.

In the family circle, a KfW55 with a GÜ was built, and the surveyor was commissioned separately by the client. Our KfW-70 house from the developer was accompanied by the surveyor, whom I have never seen or spoken to; this surveyor was commissioned directly by the developer (to my knowledge, KfW explicitly provides this exception in the developer area, which otherwise, in my opinion, would not make sense). Note: The full payment is not pending; the die is not yet cast.
