I believe what he meant to say is that modern underfloor heating systems do not get as warm as the older models where you could cook a steak using the low-temperature cooking method.
...and the feet in a well-insulated house also no longer get that cold... Surface temperature with underfloor heating is just 20°C instead of 22°C. You no longer feel that... so an expensive comfort that actually isn’t one anymore!
There is only the alternative "Lüftungsheizung". But it only works in a passive house and also does not need radiators or underfloor heating!
