I thought so.
"Freelancers" are generally always more expensive than, for example, association-affiliated experts; although the latter are not always and necessarily the better choice ;)
On the other hand – to professionally accompany a complete new build in NRW always costs around EUR 6,000 - 8,000 (for BW you can calculate 6-8% more on top). Contract documents/BB checking and about 6-7 (depending on whether with or without basement) times on the construction site to check non-repeatable work steps. In your case, it is a renovation; ultimately, there is not so much to check that could not – in the worst case – still be corrected later through remaining work.
If you now keep in mind that an association-supported expert charges about 1% of the construction sum for their effort – possibly plus travel times, then you recognize the significant difference to the offer from the engineering office you have. And that is "only" an offer for accompanying a partial renovation.
Even for a freelancer, I consider the offered amount clearly too high. Look around the market and have an alternative offer made.
No question – I also definitely do not advise against an auditing construction supervision; on the contrary! I just don’t see the necessity to use a sledgehammer to crack a nut ;)

this is an engineering office for building physics; included are the preparation of the tender documents and the documents for the KfW funding; checking and awarding of the offers together with us and, if necessary, site visits, at the end the KfW usage reports.
