As far as I know, the blowdor test has nothing to do with the underlay membrane, it only has to keep moisture out from the outside.

well, it is quite normal that slots, cracks, and openings are taped up, isn’t it? After all, these seals also accommodate the movements of the rails/films.

Why not, if you pay for them?
In our case, there were collars on the pipe penetrations outside, which were glued onto the underlay membrane.

For the vapor retarder, it would also be good to work with collars on the inside and fasten them with the wonderful Sigaband. Then the blower door test (after screed and window installation). Some use collars, others don’t. If the builder pays the extra cost, that should not be an issue.
