Is the inspection of the gas supply line conversion for heating so absolutely necessary?

Hello everyone,

I would like to ask you for feedback on the following renovation.

Background: Due to the smell of gas in the utility room, the supply line to the heating system was renewed. The new construction takes up twice the space on the wall; I was quite shocked by the extent. Unfortunately, I was not on site, and this construction was only briefly justified as necessary due to regulations.

Can anyone say anything about this? Can/may the pipes really not run slimmer and closer to the floor as before? (After all, the window barely still opens, and the previous wooden paneling is completely unusable now)

What do the regulations require so that I can understand this at least somewhat.
