Is the bottom row of the wall poorly built?

I am almost constantly in contact with the construction supervisor couple (female architect, male civil engineer) and ask all questions. Some turn out to be silly in hindsight

Some also lead to discussions between the construction supervisor, general contractor, and craftsmen, and the answers are always good for one's own house, everyone learns something new
