Is it possible to wallpaper unplastered walls directly? Experiences?

we will be moving to a new apartment soon and would like to know your opinion about the walls. The pictures are attached. Are the walls in a condition that requires plastering, or can we put up the wallpaper directly? What has been your experience?

In the old house we also had cast concrete walls. Back then the solution was to fill and sand smooth. Then stick on heavy glass fiber wallpaper and paint 1-2 times. The wallpaper has lasted 30 years and has been painted over multiple times.

Yes,
filling large holes, rough sanding,
primer, woodchip wallpaper and 2x painting (otherwise the light spots show through)

Are you a tenant or a landlord?

We used to apply waste wallpaper or also called underpaper to such walls. It becomes very smooth, can be painted or wallpapered. We did not sand anything on the walls.
