Is it necessary to replace the drywall panels, or is the hole still fillable?

Hello forum,

I was at our new building yesterday and found the following. The drywall sheets look like this in some places. A report has been sent to the site manager. My question is, can this still be filled over so that cavity anchors will hold later, or do the sheets have to be replaced?

I will upload the other pictures later, as they are too large here for the forum.

Hm. It seems that my reply was also deleted along with the image link post of the OP (?) It read: with rabbit wire mesh it should be possible to apply filler. And I also recommended applying this over the (in my opinion not overly professional) construction-less blunt joints of two panels, from which I moreover also expect that replacement panels would break out in the same way.
