Is demolition of the existing basement necessary or not?

I have a question: Plot of land with old cellar. The house was demolished a long time ago. Now the plot including the old cellar is being sold.

Am I obligated to demolish the old cellar in order to be allowed to build? I would only want to partially demolish the cellar.

I think if the basement has good substance and is load-bearing, you can build a house on it again. There was a house on it before. In general, nothing should speak against it.
