Insulation of the upper floor ceiling. Checked by energy consultant?

Hello, our energy consultant prescribes the insulation of the upper floor ceiling. See attachment. PUR/PIR WLG023 12cm Then again PUR/PIR WLG 12cm and OSB panels. I think it is enormously much. We are building according to KFW 55. Ytong 36.5 (0.08) Air heat pump Floor slab insulated with 14cm. My question: does the energy consultant actually ever come by to look at the insulation? So far he has not even been on the construction site. We have finished the shell construction.

The insulation of the ceiling is the most efficient of all insulation measures. Why do you want to change anything in the planning?

Because 24cm insulation with WLG023 is not necessary. It is simply too much. It concerns the upper floor concrete ceiling. Not heated and only used as storage space.

But the room below is heated. You don't just want to prevent heat from escaping upwards to keep it warm below. You also don't want to bring warm air from below into the cold roof, as this would otherwise cause mold there.

If calculated according to KfW 55, construction must be carried out according to KfW 55. This is anchored in the building permit. Otherwise, you are not building legally. And insulation is done to keep it warm. The Blower-Door-Test will probably fail. Or not pass.

What does the blower door test have to do with that? It only checks the airtightness and not the thermal insulation. The energy consultant must confirm the proper implementation after the completion of the construction. They can do this through on-site inspections, checking delivery notes, etc. Or they simply sign without checking if they want to make it easy for themselves and are not afraid of inspections by the KfW.
