We are flexible with the substructure, 10cm were originally planned, thus enough space for the 75 pipes, max 14cm would theoretically be possible, so we would still have 2.56m room height.
Pipes over the beam would be suboptimal for two reasons:

    [*]The attic above should possibly be developed at some point, so the pipes would be disturbing
    [*]to my knowledge the pipes should never run through the cold layer

Completely correct with the cold plane. If necessary, the rafters may also need to be braced against each other; bracing over the rafters would also be suboptimal.

Then, in the end, be extremely careful to ensure it is sealed very well.

In this case, I would still suggest making at least the OSB board like in picture 2 for picture 1, so that the pipes come down orderly and more fixed and not chaotically flexible. Then there should actually be no problem with the foil and the sealing material.

That would be best in this case. With 10-14cm, it should not be a problem, but the possible crossing of the substructure should also be taken into account.

It's already Russian, you only break through the vapor barrier if it's absolutely necessary. In picture 1, you almost can't get it cleanly resolved. Then the felt is compressed... well.
