What does that mean? Can he refuse me a city villa if he doesn’t like it or what? Provided that I comply with all setback distances, but that would be quite something if that were the case. Or did I misunderstand that?
Yes and no. It always depends on whether the concerns of the neighbor are actually affected or not, which can only be explained on a case-by-case basis.
However, one should be careful with the simplified approval procedure (exemption), because there the reviewing authority (building authority) is more or less "bypassed" or replaced by its own verification. If neighbor concerns are not taken into account there, which should have been considered, it gives a potentially harmed neighbor plenty of room for negotiation.
