Do you actually think the regulations in the development plan are only rough guidelines? Basically like a red traffic light that you can practically run through if you don’t bother anyone? Exactly the same length and width means exactly the same length and width down to the centimeter. Where is the problem in planning it that way? By the way, the word "mandatory" is in the text. That cannot be interpreted as "it would be nice if".

You are submitting a building application where the house is dimensioned to the exact centimeter.

On the other hand: Would you be lenient if your builder built one meter smaller on one side?

No, of course not, but I could have imagined that one would say the length/width must be the same within one meter, simply because it seems pointless to me to artificially distort the floor plan just so that every side is exactly the same length.
