How do you calculate the structural cost sum for a prefabricated house?

We are building an (almost turnkey) prefabricated house and since the website of the state authority responsible for our construction site states the note "building permit fee EUR 6.50 per started EUR 1,000 of the shell construction sum (minimum fee: EUR 50.00)", I would like to know if we can calculate the shell construction sum ourselves or which value is used as the basis for the building permit fee for prefabricated houses. Aunt Google could not help me. Thanks in advance for your help.

That varies depending on the federal state. Even if your profile is not accessible, the wording from Saxony sounds very familiar to me. If it really is Saxony:



The simpler, faster, and significantly cheaper option would be a release certificate (if possible). It was roughly €200 for us.

Thank you for your answer. Yes, it is Saxony. You mean we could try to obtain procedural or approval exemption? Does the builder usually handle this themselves, or does a professional take care of it?

The application must be prepared by an authorized building planner one way or another. But if there is a development plan and you comply with it, then that is the fastest and cheapest way. A regular building permit often takes several months.
