House crooked, pavement crooked or exterior plaster crooked?

The most likely scenario, of course, is that the pavement has a slope. But it should actually slope down to the right in the photo so that the water doesn't run towards the step. I also think you should measure what is level. Once the pavement parallel to the house and then again 90 degrees to the house wall (does it slope away from the house?). And roughly at the base as well.
