House construction / old development plan / possible difficulties with the neighbor

thanks again for the additional answers. The matter is now with the road construction authority, as a federal highway runs nearby. But the answers make me optimistic that the neighbor will probably only be able to delay the matter, but not prevent it (since he will not be directly affected).

The development plan will not be changed for me, but some special procedure (I can’t remember the exact name at the moment) will be done (according to the office, changing the development plan is too expensive).

if you then carry out your project, it is very important that you have an architect who checks very carefully and thoroughly with the building authority what you are allowed to build and how, and who then follows the later practical execution exactly. After all, you don’t want to give your neighbor a lever that he could possibly use against you.
