House connections, block up the fuse box?

I may be professionally somewhat focused on safety and building regulations, but in apartment buildings it is not allowed for good reasons to surround electrical installations with combustible materials, and it should always be clear to rescue personnel where they need to go in an emergency. The regulations are of course not directly transferable to private apartments - no one would put up emergency exit signs and notices about assembly points - but the arguments should be considered. Do you want someone who has to take safety measures in your apartment in an emergency to have to search first until they maybe come up with the idea of removing the drawers of the kitchen unit in the smoke-filled technical room? Or to roll trolley containers with stuff around in an otherwise rather crowded room?
