Hole in the roof - Is the sleeve correct?

Hello, maybe you can help me.

After the completion of a prefabricated house, I noticed that a hole and a sleeve were installed in the roof ([Dachboden]).

How is this to be understood? Is this correct?

You probably have a cold roof? Looks like a roof ventilation opening but could also be a possible connection point for the roof ventilation?! Definitely looks very deliberate.
