Help with the development plan

Hello everyone,
We (laypeople) kindly need your help to properly understand the development plan, Google unfortunately could not help me either.

The following is stated:

A residential house with a basement as well as ground and attic floors is permitted, whereby the ground and attic floors, but not the basement, may be a full floor. Thus, a maximum of 2 full floors are permitted in total.

· The height of the knee wall is set to a maximum of 1 m.

We have already asked the authority, but they only present the sentence written above.
Our lady from the prefabricated house company believes we are allowed to build 2 full floors in the classical sense.
However, a gentleman from the authority said that only the ground floor may be a full floor and the attic floor must have a knee wall of max 1 meter.
What is written in the development plan as a full floor is apparently the height between the floor and the cross gable?!
Could that be? Unfortunately, we do not yet have more information about the overall height of the house, etc.
Only a gable roof is prescribed.

One does not exclude the other.

See Bavaria State Building Code:

(5) 1 Full storeys are storeys that lie completely above the natural or established ground surface and have a height of at least 2.30 m over at least two-thirds of their floor area. 2 Cellar storeys whose ceiling underside on average lies at least 1.20 m higher than the natural or established ground surface are regarded as full storeys.

Your cellar must remain visible on average below 1.20 m.

Your attic may have a knee wall of max 1 meter. With a gable roof and dormers, it is possible/allowed to mathematically reach a full storey, namely more than 2/3 of the floor area with a height of 2.30 m - but it is not mandatory.

Hm, did I understand correctly that we are allowed to build both options?
I think we will have to wait until the complete development plan is available and then find out, based on the maximum eaves height, whether we can build 2 full floors with maximum ceiling height, or if we have to choose the variant with the knee wall.

No, you seem not to understand. A full storey is not a full storey just because it has straight walls. You think only a city villa has a full storey at the top. However, in the subject, a full storey is one if ... see above! You are only allowed to create this second full storey with this 1-meter knee wall. However, you are only allowed to build with one full storey (ground floor) and a half storey above :) Greetings

Now I finally know how we need to plan further.
