Help - Wall is blooming

Hello everyone, I have built a retaining wall made of formwork blocks on the neighboring property and filled it with concrete. Behind it is studded foil and in front I plastered it with nets. Afterwards, I applied brown exterior paint. Unfortunately, the thing is blooming quite a lot and it doesn’t look nice. Does anyone have a tip on how I can improve this? Is there possibly a paint that prevents water or something from blooming through? Thanks for your help, attached is a photo.

The correct renovation would be to excavate from the back, seal, [Noppenbahn] or drainage board, if necessary drainage, backfill with gravel. Another option is renovation plaster (sacrificial plaster), which must be replaced when saturated. Another possibility is to somehow cover the wall.
