Heating control district heating - either too warm or off

Hello dear forum members,

while my house construction ( ) can soon begin, I am once again asking myself this year, as every year, how I can properly control my heating in the currently occupied condominium.
The whole house is supplied with district heating and I have a heating circuit distributor for the heating (underfloor heating) and ERR in the rooms.
The ERR have levels from snowflake to 6 and 4 is a black dot.
You can hear a small click both in the ERR and in a small white box hanging next to the HKV that probably controls the actuators as soon as level 5 or just below is turned.
Then, after some time, there is a noticeable warming of the floor.
Below that, nothing happens.
Problem: It has actually been too warm in the last 4 winters. Nothing regulates down automatically; it seems to me that when the click happens, it just opens until you turn it off again.

Questions:
1. Am I correct in assuming that with district heating no outside temperature or flow or return temperature control can be made since 80°C hot water always arrives?
2. Does this mean that meaningful control can only be done via flow rates at the HKV (indirectly via ERR)?
3. Does anyone know how I can adjust my existing heating differently?
4. Does anyone know an inexpensive alternative system for "upgrading"?

Regarding 1: It is quite possible that you cannot do that. That it cannot be done is unlikely. Regarding 2: Controlling flow rates is sensible anyway. Better leave the ERR alone and deactivate it. They usually only cause problems. Regarding 3: Have a thermal balancing done. Regarding 4: This is your last season in these premises. I would not invest anything here. What about your neighbors? Don’t they have the same problem?

1. Then probably at the transfer station in the basement? 2. Yes, the ERR are apparently just room-by-room on/off switches. But how do you control the flow rates? 3. Does a heating engineer come just for something like that? 4. That's true again...
