Gas heating + photovoltaics possible without proof

Hello, I have a question and urgently need your expertise.

We are planning a new building in monolithic construction. Poroton 36.5 without thermal insulation composite system.

Now I would like to install a gas heating instead of an air heat pump. Unfortunately, my architect's energy program from 2016 only offers the option of a solar thermal system. This way the energy saving ordinance is fulfilled. For me, however, solar thermal is unfortunately an obsolete model and I would prefer gas with photovoltaic. Allegedly, this should be possible with a gas heating system and 10 m^2 photovoltaic without proof...

Can someone tell me more precisely or give me a tip on where I can officially read about this?

The calculations of the various options currently resulted in for our house...

1. With air heat pump
Primary energy demand is 36.2 kWh/m2*a and
corresponds to KFW efficiency house 55.

2. Variant: Gas + solar + ventilation system, the
primary energy demand is 45.1 kWh/m2*a
and corresponds to KfW efficiency house 70.

3. Variant: Gas + ventilation system, the
primary energy demand is 58.10 kWh/m2*a
the efficiency house is 82.1% and proof not provided.

4. Variant Gas with solar thermal
the primary energy demand is 52.9 kWh/m2*a, requirement value 53.1 --> energy saving ordinance fulfilled

Of course, I would prefer only a gas system with a central ventilation system with heat recovery....

Where is the problem? That the program does not work? The solutions do exist.

If we only accelerate with a central ventilation system, the value unfortunately will not be reached.

The value for funding or the legally required value? One can forgo funding if one wants. We ourselves have a non-fundable system and are outside the KFW guidelines. We simply wanted it that way and then just did it that way.

Otherwise, with gas and controlled residential ventilation you only have 4 adjustment options:

1) Improve insulation
2) "Tune" the stored values (the DIN calculates with outdated values, which are actually exceeded by modern systems)
3) Optimize the system technology (shorter/better insulated pipes, installation location in the heated area, etc.)
4) Tap alternative "energy sources" (e.g. shower pipe or stove)
