I have now first requested the company to provide a statement and will withhold the payment. Do I have to file a defect notice immediately or wait for the statement first?

Requested - in what form? You can never file too many defect notices when in doubt, especially if you are withholding payment, you should be "on the safe side."

I have requested a statement from the construction company by email. However, I will speak with the expert tomorrow and then send a defect notice by registered mail.
