Gotcha. Yellow 11ers sometimes exaggerate. The botched job was approvable – and that's exactly what people would have cursed if it had actually been built that way. The relaunch (unnecessarily posted here as a new thread) is an improvement, nothing more, but neither you nor I have to like it. Does the development plan actually say nothing besides "I + D, D can be a full floor, roof shape SD"?
