Floor insulation not glued/sealed to the screed

Hello, in our new building from 2017 I have only now noticed in the photos that the insulating boards in the floor structure were not glued (sealed) together. The edge strip was also not taped to the insulating board. Here, the underfloor heating pipes were directly "stapled on" and then the flow screed was "installed".
Now we possibly have hidden mold in the floor construction.

Who is liable for investigations and possibly further measures?

What is the reason for this assumption?

Reason for the assumption is the strong presence of silverfish and booklice and partly odor. The little creatures seem to be coming from the edge insulation strips behind the baseboards. The walls are dry, the room air humidity is between 30-40%. So rather too dry.

The insulation is correct. Was the concrete foundation possibly not properly sealed against rising moisture with bitumen waterproofing membrane? Also a bit up the wall. And was the exterior wall at the bottom coated with sealing slurry? In one of the photos, you can see the moisture creeping into the stone in front of the bitumen waterproofing. That stopped afterward. The gray sealing slurry did the rest.

Hello, the foundation and the calcium silicate brick wall were cordoned off. I will look through the photos again this evening. The brick wall, to my recollection, was not additionally coated with slurry.

Regarding the floor, the insulation should have been glued/taped down so that moisture from the screed does not penetrate between the panels and also the edge strip, or am I wrong?

No, nothing is usually glued there. I don't remember that.
