Floor area ratio for permit-free buildings

Does the floor area ratio have to be considered for buildings that do not require a permit? Am I allowed to erect a carport that does not require a building permit even if the floor area ratio has already been exceeded? Conversely, is such a carport counted towards the floor area ratio if I later apply for projects that require a permit?

Basically, it is probably the case that the floor area ratio may be exceeded by 50% due to ancillary facilities that are not connected to the house, in accordance with § 19 para. 4 of the Baunutzungsverordnung, but at most 80% of the property.

Yes. But first, one should know which regulation actually applies. As already said, § 19 Abs. 4 [Baunutzungsverordnung] may have been excluded in the development plan. Then the entire built-up area must be within the floor area ratio.
