Flat roof refurbishment with insulation, experiences from energy consultants?

Hello everyone,

Key data: End-of-terrace bungalow built in 1984. Flat roof covered with foil, foil renewed about 18 years ago. The roof is leaking and needs to be replaced. Since I wanted external insulation, an energy consultant came in the summer. He also provided extensive advice and saw no need for renovation except possibly a heat pump, but that is not the topic now. At my request, he did not prepare a written plan and thus no cost estimate, as I first wanted to wait for the roofer’s offer. Now, after weeks of waiting, no offer has come from the roofer. He has now written to me that due to the structural situation and building physics, he first has to send "his energy officer" and only then can he prepare an offer. My question: Is this sequence correct? First the energy officer, who issues an invoice—then the roofer makes an offer? A renewed energy officer now with costs might then possibly be for nothing if I do not accept the offer from this roofer? And is there currently still any funding for individual measures like roof renovation? I thank you for your comments, opinions, advice.

I know it like this: you hire an energy efficiency consultant to create an iSFP (individual renovation plan), which then assesses the entire house and makes maximum proposals. This is divided into individual measures that can be carried out gradually. For example, if the roof is to be done and you want to apply for the BEG funding, you obtain 2-3 quotes from roofers. This way, you have an idea of how much the measure will approximately cost. You inform the consultant, who then applies for a TPin with the BAFA using the sum of the quote plus a surcharge, with which you then apply for the funding WITH an application BEFORE the order is placed. The surcharge is important because it is also the maximum basis for funding (cheaper is fine). Then the measure follows. With the certificate of the specialist company that you get from the craftsman afterwards, you go back to the consultant, who then "releases" the measure at BAFA. Apply for payment, wait for the money.
The once created roadmap is valid for 10 years for applying for funding, I believe. Important: if applicable, the city/municipality/state may add further funding (Cologne e.g.), which is linked to the BAFA approval. This is also stated in our iFSP.
